Schemes - Financial Assistance

 
   

Municipal Corporation of Delhi vide Resolution No. __________ dated _______ has approved the following rules for implementing the scheme of providing the Financial Assistance for the Marriage of Daughters of Poor Widows and Orphan girls to enable them to meet the expenses involved in solemnizing the marriage, namely:-

1. Sort Title and Commencement:-

(Financial Assistance for the marriage of Daughters of Poor Widows and Orphan Girls) Rules, 2006.

2. Aims and Objective:- (1) The aims and objectives of these rules are:-

(a) to provide Financial Assistance to the poor widows for performing the marriage of their daughters

(b) to provide Financial Assistance to the guardians including Homes/Institutions or foster parents of an orphan girl or to an orphan girl for her marriage.

3. Competent Authority:- The Asstt. Commissioner of the concerned Zone shall be the Competent Authority for sanction, verification of the contents of the application and the Financial position of the applicant. The Competent Authority may satisfy himself about the contents of the application by conducting such verification as deemed necessary by any departmental official or other officials specially deputed for the said purpose.

Manner of Assistance:- The Competent Authority may, subject to the provisions of these rules, grant an amount of Fifteen thousand only in the form of account payee cheque in the name of the applicant as one time financial assistance.

Condition for Financial Assistance:- For grant of financial assistance under these rules, the applicant must fulfill the following conditions namely:-

(a) The applicant must be bonafide resident of the National Capital Territory of Delhi for at least five years preceding the date of application.

(b) The applicant shall not have the family income more than forty eight thousand rupees per annum from all sources.

(c) The applicant should not be in receipt of any assistance from the discretionary fund of the Honble Mayor/Chairman Standing Committee/Leader of the House/Leader of the opposition for the same purpose or from any other Governmental Organization/Department.

(d) The girl, for whose marriage the financial assistance is sought, should be major on the date of marriage.

(e) In case of widow applicant, the financial assistance can be granted for performing marriage of up to two daughters only.

6.Application for Financial Assistance:- 

(1) An application for the financial assistance under these rules shall be submitted to the Competent Authority, in the prescribed form, which may be obtained from the office of the Competent Authority or can be downloaded from the Website of MCD.

(2) The application shall contain the recommendation of the Municipal Councillor of the area concerned.

(3) The application shall be submitted within sixty days, before or after the date of marriage;

(4) The following documents shall be attached with the application:-

(a) For widow applicant, a copy of the death certificate of her husband issued by the Registrar Births & Death.

(b) A copy of Ration Card or Voter Identity Card or any other proof of residence.

(c) Income certificate issued by Revenue Authority of Jurisdiction

(d) A proof of age of the girl in the form of school leaving certificate or date of birth certificate issued by the Registrar of Births & Deaths;

(e) In case of orphan girl grown up on her own, an affidavit on stamp paper duly attested by a Metropolitan or Executive Magistrate or a Notary or a certificate from a Gazetted Officer to the effect that she is an orphan.

(f) In case of girls brought up by a guardian or foster parent or the relative, such persons or guardian should submit the affidavit to the effect that the girl is an orphan and he/they have brought her up;

(g) A marriage invitation card of the marriage for which the financial assistance is sought.

(h) An affidavit to the effect that no financial assistance has been received by the applicant from any other Govt. organization, non-government organization, Govt. of NCT of Delhi or New Delhi Municipal Council or any other statutory or non-statutory agency for this purpose.

6.(a) Intimation regarding change of address:- The applicant shall intimate any change of address alongwith address with proof to the Competent Authority within one month of such change.

7.Appellate Authority:- In case of grievances, the applicant may file appeal before the Deputy Commissioner of the concerned zone for redressal of his/her grievances in this regard.
